She was also looking fora caregiver-companion! The bells of Norte Dame rang in my head! Here was a match made in heaven. When I found out Belle had an anarchist gang, it was the first of several heartbreaks. No way would I aloow these SCUMNAGS around my dear friend I had helpe take care of for almost tenty years. Virginia is of French Nobolity. She took the photo of me that the dirtbags from hell stole and put on a fake Abuser site by a woman who is fucking mentally ill. I cant wait to talk more about her. I asked her to take me off her site, and she refused.
After Snyder’s book was not returned to me after a week. I suspected Kim was passing around our complex. My first suspect was Krista. She thinks she is Christian Royalty, Prime Jeudge of Springfield. The woman in this video is Krista. I never learned her last name, because she was never friendly. I could see she was very judgmental, and did not fit in with my neighbors, most who I was friendly with. Terrel Turner and Blount were neighbors on both sides of me. I made displays of support for the Ducks and put them in front of my door.
In this video Krystal is very eager to confront me. She knows much about me. She said she read things about me. She said I was an abuser of women, She calls her boyfriend up saying he will beat me up. He reused to give me his name after saying
“You need to be locked up!”
Krysta’s live-in lover aliso knows a lot about me. We never conversed. Where did he get his information from? Did he read something bad about me> Was he told bad things about me. Why was he so eager to come stand at the foot of my stairs – and be threatening. He broke his lease doing this. I have a right to access my stairs. I told Krysta I called the police. She didn’t care, so righteous she was. The police hate these kind of calls. Many get shot and killed in such situations. Imagine if I heard a couple arguing across the way, and went and knocked at their door.

Bubba are saying I am a lunatic, and need to be locked up because I am a danger to others. They mention they read I was an abuser in the Eugene Weekly. WRONG! They read this slander in a fake “Eugene Abuser” site. How did they find this out? They mention Alley Valkyrie and Belle. Alley did not give her name in that accusation she made, that she needed Belle’s permission to make. Did she get it? Some sane people on Valkyrie’s Facebook suggest Alley is putting Belles life in jeopardy – IF I WAS A DANGEROUS LUNATIC!. Do you hear any concern for Belle, the alleged victim of my abuse, that Krystal has chosen to…….POLICE! Why isn’t she afraid I will abuse her?

Cheryl faked this crisis, He caregiver went to her car for a cigarette and Cheryl started screaming and throwing things on the floor. I had Kim call She did not answer because she was coming down the stairs. She scared me. She had been trying to get in for months. Do you think I’m being set up?
I spend twelve hours a day working on this blog. I pretty much stay to myself. Do you think I was being stalked ? I suspect Krista read my sister’s bio that Kim handed to her, after I asked her not to. Her mother wanted to read it because she went to High School with Garth Benton. What I suspect is, Junior got fellow Christians in here from his church. You get a hundred dollar reward. Did Junior alert my neighbors that I don’t get along with some Christians? Krista and her lover made no attempt to know me. They never asked my name. How long did they know – all about me? If they got me out of her, then another Christian can move in. Do you see it? Looks like Christian Zeal to me!
Below are pics of Belle Burch. We met at the art walk, She asked for the name of my blog and my phone number. She was going to model for me – even in the nude – after she read this blog. Think about it. Why didn’t she see how sick I was. Krista could have seen Belle come and go, as we created a beautiful work of art. Then, I discovered her close friends and lovers were dangerous anarchists who got arrested for trespassing in the City Managers office. Below is poem I wrote.

I Fell In Love With Belle Burch

The truth is out. I fell in love with Belle Burch almost the moment I lay eyes on her. I don’t think she knows how beautiful she is. Belle’s Beauty can wake the dead. She has the rare combo, beauty on the inside, and out. She is every man’s dream. I knew I had captured her in this video. My angel-muse told me that’s it.
“You have the end of your book ‘Capturing Beauty’. Now go! Run away! Lest something go wrong. It will never get better than this!”
I understood there was something already wrong. Belle is twenty-three, and I am sixty-seven. However, Belle doesn’t seem to notice. Is she this much of a flirt? For sure she is a model, for almost every frame is worthy of the cover of a fashion magazine. At least I think so. Maybe I am wrong. Or, I am in love?
Night before last I had a dream. I was gently kissing Belle’s long neck like Van Clyburn playing a Chopin Nocturne. I feel her resonating, her opening up. No harm in this. Now, kiss her hand, her fingers…..I woke myself up!
For two years now, I have had a untreatable sleeping disorder. My doctor told me I stop breathing many times during the night. This happens when I go into dream state, when I dream of my youth and happier days with my family. He asked me if I have a wife, who would wake me…….if? This is why I am desperate for an heir.
I am going to erase the events of our second meeting, and the truth I might have broke Belle’s heart. Because, can it be, Belle fell in love with me…..just a little?
I will make the case for older men falling love with a young woman, and vise versa, and leave it for prosperity, just in case there is ever such a meeting again. I doubt it. I know I will never fall in love again. I know there will never be a story like this one, about a beautiful princess who awakens a king – who must do all his deep dreaming in the world wide web. Belle, is my dream come true!
Stephanie at Gyzmobite taught me how to capture frames from our video. Artists have long owned this ability. Now, we are alone. Just my muse, my blue vase holding my brushes, and…..The Insprired One!

Two weeks later – she gives me a call and wants to meet. I would later wonder if she, and her SLEEPS People are wondering if I am the secret donor. Hell yes I want to see a dance show on Broadway. I’ve always wanted to see a Broadway show. I’ve been in NYC twice but failed both times to get overpriced tickets to any Broadway shows enough in advance to make one. Why do you ask?

I talked to my ex-fiance last night. She was thrilled that I called. Our flame was reignited. It will never die! Viva Virginia and her family! Here is their castle in France. The Tower of John is in need of repair. After she corrected my pronunciation, I told her about Belle, how I wanted them to meet because Ms. Burch speaks perfect French. Virginia’s accent is of the source. The Bourmonts are kin to the Anjous who are trying to restore the French Monarchy. I predicted the downfall of the Republican party and a coup by the right-wing traitors of our Democracy. I proposed a claim to the Lousiana Territory, and the establishment of a Western Kingdom, just in case. With the presidents attempt to extort votes in Georgia, we are not out of the woods.

I wanted Virginia and I to have a child, but, her mother tied her tubes due to her head injury. Her ancestors were at the court of Rene d’Anjou. There is no good youtube program on him. What a disgrace. No wonder Europe falls to a moron and Putin.
Virginia’s family hid their valuables in the basement of this castle we see above during the French Revolution. Many of her blood ties went to the Guillotine. I have a narrated video of Virginia wandering about picking up cigarette in the park.

She was on a college excursion when the van got in a terrible wreck. They pulled her out from under a dead student, a young man. She was in a coma for 28 days. Most of her ability to remember, is gone. She would leave her infant in a bathtub. Rena has a million poems in her head. These two women, are Victory Bond.
Virginia was twenty when the major part of her life, ended. The brilliance that got left behind came into my reclusive ways. I successfully pushed everyone away, but, Virginia. She wanted to know who she was. She wanted me to help her find herself. I became devoted to her. I thought I was there at her beck and call. But, I could not be, not all of me, for the place where we make and keep our sense of endearment, was missing, left behind, on the highway to Coos Bay.
We are all damaged. I fell in love with Lara Roozemond, for she speaks of being damaged. She pens poems about being broken, cut off, somehow, some way. She is my inspiration for Victoria Bond. World Honesty…………hangs by a thread.

Eugene Donor Commits $400,000 For New Shelter Site

As Eugene city leaders floundered last week in relocating the former residents of the Whoville homeless camp, an anonymous benefactor took up the issue, offering a $400,000 donation to establish a sanctuary on private property.
The pledge came as a direct response to, among general grievances, the unyielding position of City Manager Jon Ruiz and others willing to leave the destitute in limbo. “I wanted to step up,” the donor tells EW, “because I saw the city making an attempt to push these people out. They’re citizens, not strangers.”
A Eugene native with capital to spare from the success of a local family business, the donor says the wealth was a matter of pure chance, adding that a privileged position in society obligates one to prevent a human rights catastrophe when no one else will.
For the donation to be seen through, the money has to be channeled properly through the fiscal sponsorship of a nonprofit organization. This would be accomplished through an existing entity with 501(c)(3) status, such as Opportunity Village Eugene or Community Alliance of Lane County. An alternative could be for SLEEPS (Safe Legally Entitled Emergency Places to Sleep) or the Nightingale Public Advocacy Collective to attain such status — the latter is already pending.
It’s now up to Mary Broadhurst, an attorney and advocate for the unhoused, and others representing the advocacy group Homeless Health Sanctuary, to coordinate sponsorship and fulfill the multiple stipulations attached to this unforeseen act of philanthropy.
“We’re looking to buy private property — a single site for something that goes beyond a 30-person rest stop,” Broadhurst says. “Initially, it would be tents on platforms, but it would transition into micro-housing.”
Semi-permanent occupants would be expected to share the space with those seeking single use overnight stays. The site would also include a health stop, where twice a week residents and passers-through could be evaluated, presumably by Occupy Medical or like volunteers. An information station would be developed to point the weary toward free meals and other community resources. The donor put a specific focus on the site needing to be self-sustaining beyond land purchase and startup costs.
The donor remains anonymous to keep the focus on the issue not the donor, and to avoid criticism from a business community where some might shame the donation: “Developers don’t want the parents of university students to see all these homeless people. It decreases the property value. They have a lot to gain from sweeping them under the rug.”

Eugene City Councilor Emily Semple publicly apologized Monday for saying a homeless protest camp is engaging in “terrorism.”
Semple made that remark during the Sept. 17 Eugene Human Rights Commission while describing negative impacts the camp, now located along the curb at West 11th Avenue and Lawrence Street, is having on nearby residents and business owners.
“I am very frustrated and upset. This has become the face of homelessness, which has hurt every single homeless person in this city,” she said, according to a video of the meeting. “It’s making people angrier, both the merchants and nonprofits there, but (also) everyone who drives by. I believe in protest, and I believe this has become terrorism.”
In response to an inquiry about her remarks on Monday, Semple read from a prepared statement. Semple said she planned to read the same statement during the conclusion of the public comment period at Monday night’s City Council meeting.
“At the Human Rights Commission meeting last Tuesday evening, I used the word ‘terrorism,’” she said. “If I had pre-written my remarks, I would have chosen a different word. I apologize.”
Semple, whose ward includes downtown and south-central Eugene, declined further comment.
One of the council’s most progressive voices who has a history of social activism, Semple faced immediate blowback from her liberal supporters for her remark at the meeting. She is seeking re-election next year in a race that so far has drawn two challengers.
“It is the job of our ‘representatives’ to not allow fear and bigotry to be the reasoning for our City’s choices,” Eugene resident Jana Thift wrote on a Facebook post. “It seems that Emily forgot that it was her fighting for the right to gather in protest not so long ago.”
Added Jean Stacey, a Eugene social activist, also on Facebook: “This is so against the person we know. Emily Semple fanning (the) flames against homeless people is shocking enough for a health check.”
But at least one resident came to Semple’s defense on social media.
“The protest camp is a slap in the face to every working person in Eugene,” Eugene resident Diane Davis posted on Semple’s Facebook page. “Thank you for standing up for taxpayers who just want to be free to walk the streets.”

The protest camp, led by homeless advocate Eric Jackson, has been relocating in and near downtown for months, mostly recently in front of the Fifth Street Public Market expansion project and Eugene Municipal Court.
The camp seeks to bring attention to what Jackson has said is the criminalization of homeless people by local officials in enforcing the city’s illegal camping ordinance and the county’s curfew for its properties downtown. More recently, it seeks to protest the City Council’s approval of an amended ordinance that allows adjacent property owners to enforce trespass on planter strips — the narrow strip of land between the sidewalk and curb.
Semple, who lives near the camp’s current location, told the commission she’s heard reports of campers regularly yelling vulgarities, fighting, using drugs and disassembling bicycles.
The city councilor said she’s walked around the alleys and buildings in the immediate area several times in recent days and observed feces, urine stains and used drug needles.
Homeless Rest Stops and Conflict of Interest.

I just learned that Nightingale Services has been chosen to run a Rest Stop that is being backed by the City of Eugene. Councilperson, Emily Semple, Alley Valkyrie, John Monroe, and Nathan Showers, have been on the board of Nightingale. 12 Cited for Criminal Trespass After Refusing to Leave City Manager’s Office After Hours
This afternoon, a group of people staged a sit-in at the City Manager’s Office and refused to leave. At 5 p.m., they were advised the office was closed and they indicated their intention to stay. At 5:45 p.m., the group was informed that they would be subject to Criminal Trespass charges if they didn’t leave. Twelve people were cited in lieu of custody and released.
The group was demanding to meet with the city manager regarding homeless issues recently discussed or ruled on by council, outside a council setting. The city manager’s delegate on this issue, Deputy Chief Joe Zaludek, came to the office to meet with them but they did not accept that offer.
Last week, on March 26, the City of Eugene re-posted notices that property is not open to the public and that the clearing and clean-up of the area would begin after April 1. The City Council has directed that the site be closed no later than April 15.
The City’s goal has been for people to leave the site voluntarily and to get connected with the services they need to find safe and legal shelter. The City is coordinating with a number of local social service agencies to help people transition from the camp.
The City Council and City staff have been working to help develop options. There are now two rest stops open – at Garfield and Roosevelt, and Northwest Expressway and Chambers – that are being managed by Community Supported Shelters. The City is continuing to work with community partners to open a third site and hopes to have a signed agreement with a volunteer site manager in the next few days.

I will make the case in one of my books, that I am the victim of two witch-hunts, one by the Alley Gang Wiccans, and the Hefty Haffner Evangelical Haters. These two conflicting religious groups formed a bond in order to drive me out of my home, and Springfield.
When Alley Valkyrie sent me her threats, I responded to this one, saying Belle Burch had never told me to not contact her, or write about her. Five minutes later, Ms. Burch called me and asked me not to publish anything about her in my newspaper, Royal Rosamond Press. But, her compatriot had already launched an attack on me on her Facebook, which goes against their policy. Their attorney, Mary Broadhurst, objects, but she does not tell Alley to resort to legal action if she believes I am abusive. Almost everyone who read this HUNT knew Valkyrie wanted to USE HER DARK POWERS – have sport with me! She was looking foreward to doing a Victory Dance, when I slunk away – like the others! Alley and Belle had invaded the City Managers office when he practiced his right – not to meet with A WALK-IN MOB! Belle calls Riuz a “coward”. We are seeing a Wiccan Police Force that Kim Hafner applauds – with glee – after she gathered a Christine Posse to harass me and the cats that visited me.
There are authors and groups that are very keen on Witch-hunts. Descendants of the Cogswell family founded Eugene Oregon’s major newspapers, and are kin to George and Joaquin Miller – as well as Jack London. Two of the men were journalists, like myself. I am the alleged kin of John Wilson who I have shown descends the Schwarzenberg family, and may be the reasons he was born at Windsor Castle. I got a very Gothic book that I will lay on the steps of Eugene’s government. Inside I will ask why the Mayor and City Council did not back me up like John Cogswell and his family backed Goodwife Proctor.

They could have sued me, do what normal people do. These are no normal people. These are very SPECIAL PEOPLE like QAnon. They get to overthrow -all governments that don’t do their will. The Cogswell family, have risen from their graves, and have come to my defense. They were at the trial of Elizabeth Proctor. They took a great risk by doing the right thing. Anonymous Donor Gives $400,000 for Homeless Camp in Eugene

An anonymous donor from Eugene has stepped forward with $400,000 to purchase property for a homeless camp in the city.
The $400,000 will be used to buy a piece of private property to create a place for homeless people to sleep. The donor has also asked that a health clinic be on site for residents and others in need.
Attorney Mary Broadhurst is a homeless advocate who’s worked with SLEEPS and residents of the recently shuttered illegal Whoville camp. She says she’s grateful.
The Cogswells were also involved in an attempt to prevent the execution of Goodwife Proctor in the Salem witch trials. According to Ipswich In The Massachusetts Bay Colony, 290-291, by Thomas Franklin Waters, The Ipswich Historical Society, 1905: “Five members of the Cogswell family were among the twenty prominent people who signed the petition drawn up by the Rev. John Wise on behalf of Goodwife Proctor, who stood accused of witchcraft. Mary Warren alleged that she had been threatened and abused by Goodwife proctor, and that she had seen apparitions of people who had long since been murdered by the wife of John Proctor. This evidence prevailed and the good woman was sentenced to death.”

Many people experiencing homelessness have no safe, legal place to sleep and are driven to hide under bridges and along the river banks in unsafe and unsanitary conditions in order to rest. Nightingale Hosted Shelters is a part of Eugene’s Rest Stop Program, and is a response to this situation. We provide a secure place for people to sleep without worrying about being cited by the police or told to “Move along.”
NHS includes both a Site Council consisting of two camp managers and the residents of the camp, and a Steering Committee consisting of seven board members and the camp managers. The Site Council addresses challenges that arise at camp on a daily basis. The Steering Committee raises funds, takes care of legal and administrative matters, and is available for problem solving, support, and mediation.
NHS provides Conestoga huts or tents, port-a-potties, and garbage and recycling at our camp. Our goal is to offer people a transitional place to be and recover from the trauma of the street as they work their way to more traditional housing.
Our management philosophy is self-governance with oversight and a focus on skill building. Self-governance provides residents with autonomy, responsibility, and dignity. Oversight is provided by our two onsite managers and a Steering Committee with experience and relevant skills in social services, advocating for vulnerable populations, counseling, and mediation.
NHS has been running rest stops (single and double) since 2014. NHS is unique among Eugene’s other rest stops in having had to move camp every six months, which has given us a lot of experience in breaking camp and setting up a new camp quickly and efficiently. We are currently at 3500 Hilyard St. in the parking lot of Good Samaritan.
We have been fortunate in having two camp managers, Nathan Showers and Tracy Joscelyn, who have both worked in the food industry, Nathan as a chef at a Best Western kitchen and Tracy in Food for Lane County’s Dining room. Nathan also holds a culinary arts degree. Both he and Tracy are knowledgeable about food storage and preparation, treatment and handling of water, heating, waste management and illness prevention.

Now, the verdict is in, and Alley Valkyrie has been vindicated. The Federal Plaza
Since the second SLEEPS movement was kicked out of the Free Speech Plaza on September 3rd, the Federal Plaza located at 7th and Pearl has become a key strategic site. This site is secure for SLEEPS in part because local protestors have been challenging free speech constraints on that site for over a year now. On May Day, 2012, an Occupy camp was setup there. This was the last Occupy site proper in Eugene. The plaza was held for a number of months before being closed down, and local protestor ‘Brave Beatrice’ took a federal citation in order to take the closure to court. Her case was thrown out. After protestors assembled a second time, Federal agencies again shut down the site. This time not only Beatrice but another local protestor Terry were cited. Again the court threw out the case. Due in part to these precedents, Deparment of Homeland Security staff have been compliant with allowing the protestors to remain there.

For two days I have been making a list of People I Can Trust, folks who can not be TEMPTED by the Lure of Big Bucks. At the top of the list is my ex-fiancé, Virginia Hambley whose ancestors are Ancient Angvians who tried, and are still trying, to restore the House of Bourbon to the throne of France. Her kindred are the real deal, and have what many people want, including all the Partners of PlumpJack.
When I showed Virginia the photos of the Chateaus above, I asked her;
“Are these the homes you stayed in when you went to France after your graduated from High School? You didn’t tell me they were castles!”
“What does it mean? We all stayed there. I am an American! This means nothing!”
The folks I have contacted about the Buck Trust, breathed a sigh of relief when they saw I was messing with Bruce Lee Livingstone’s baby ‘Alcohol Justice’. Being a member of AA, I know any form of Prohibition, does not work. No one has heard of Bruce’s mission, or the Marin Community Foundation! THE POOR NEED A REAL CHAMPION so their voice can be heard. Reclaiming the Lousiana Territory

Today, October 1, 2013, I John Gregory Presco, the fiancé of Virginia Hambley de Bourmont, claim what was the Lousiana Territory in the name of the House of Bourbon, wherein said Territory, will be established a Democratic Monarchy, as was established by the Ligitimists of France.
Three generations of de Bourmonts, personally accompanied the Duchess Du Berry in her families efforts to claim the throne of France in the name of the Bourbons.
Today, the President of the United States claimed our Democracy was shut down by Republican Congressmen who were conducting a “ideological crusade”. I have identified this crusade as coming from the economic ideology being pushed upon this nation by Libertarianism and libertarian Republicans who site the economic philosophy of Jean Baptiste SAY, who is the brother of another economist philosopher, Louis (Augustin) SAY, who is Virginia’s great great, great, grandfather.
This is to SAY, if Libertarians believe they own the right to shut down the Government of the United States of America in the name Jean-Baptise Say, and are the true owners and rulers of this Democracy, then, it stands to reason this is a Family ‘‘ideological crusade’’, owned by the linear descendants of the Say family.
It is my intent to apply the de Bourmont Family Ideology to the formation of the Democratic Bourban Monarchy, and make a claim to the Louisiana Territory, declaring this sale null and void because it went against the very philosophy of the Say Economists who promoted ‘Small Government’ and no Government Involvement in Economic Matters. This so happens to be what the opponents of the Louisiana Purchase believed in, as it drastically affected the adventure capitalist pioneers who had a right to exploit the land and resources as they saw fit. This right has been held by royal families in Europe and America.
With the coming union of Virginia Hambley, and John Presco, we also have the purchase of the Oregon Territory as promoted by my kindred, Senator Thomas Benton who son-in-law. John Fremont co-founded the Republican Party and was its first Presidential nominee.
Whether there will be a hereditary monarchy established in the New Bourbon Monarchy in America, remains to be determined – by fate? If this is what was meant to be, then I hereby recognize Virginian Hambley’s siblings, Caroline, Heloise, and Mark Hambley – and their children – as Heirs to the Democratic Throne of New France in America.
It is my desire to see a marriage between the rulers and subjects of New France, with the Arts and the New Enlightened Business Man, who will take the very best from the Say Brothers in order to keep this Economy going forward, and give a base for all Americans to reunite.
Above is a photograph of me holding on to the root of the grape vines Clarke Hambley planted in frot of his daughters’ house seventeen years ago. He built the trellis. I believe he felt guilty for denying his children their French Heritage by marrying Elizabeth de Bourmont. He had seen the Bourmont castle surrounded by vineyards.
Because Clarke was born in a Democracy, and his wife was born in France, here is the Root of the Bourbon Democratic
Monarchy in America brought to this Democracy to take hold.
On this day, I hereby declare Virginia Hambley de Bourmont ‘Titular Queen of the Bourbon Democratic Monarchy in America’. May she rule with dignity and grace.
As a wedding present I will gift unto her the Oregon Territory that was established and protected by my kindred. For the reasons set forth by Jean-Baptise Say, this territory should not have been purchased by the Government of the United States, and is now under the protectorate Virginia Hambley de Bourmont ‘Queen of the House of Bourbon in America’.

Louise Prevost–Secretary
Louise Prevost moved to Eugene, OR, as a child in 1963 and attended schools here up to and including the University of Oregon, where she earned a BFA Degree. In the last five years she has been homeless or underhoused for various periods, and spent time staying at the Mission, couch surfing , and earning a roof over her head via pet- and/or house-sitting and as a live-in personal home-care aid. Her experiences have instilled in her a sense of urgent need to see that the rights and basic necessities of the most vulnerable people of our community are met through community action.
Victoria Nelson–Treasurer
Vickie Nelson is a retired librarian who has been a social activist since the 1970s when she was a founding member of Growers Market and of the alternative newspaper the Willamette Valley Observer . As a writer and editor she gravitates toward communication tasks in most of the groups she belongs to. She is currently an editor of The Eugene Occupier and a member of the board of directors of SPOT (Stop Pet Overpopulatt0n Now), a group that helps low-income people spay and neuter their dogs. She has been advocating for the unhoused for the last few years.
John Mccahill–Director
John McCahill joined the Occupy Movement in Eugene almost as soon as he heard about it. He organized the kitchen and kitchen volunteers , solicited donations of funds and food, and took on the massive task of providing several hundred meals a day and keeping activists and unhoused people fed. He is also a regular volunteer at the Egan Warming Centers.
Emily Semple–Director
Emily Semple is a political activist, and a member of SLEEPS, who has been put herself on the line for Constitutional Rights to free speech and assembly many times. A self-employed graphic designer at Semple Design with an AAS from Lane Community College, she brings a dramatic flair to all her activities, serves as a Eugene Slug Queen, and works as a pastry chef at Ambrosia, a Eugene restaurant.
Mary Broadhurst–Director
Mary Broadhurst has been involved in community organizing, first in the late 70s and early 80s as a VISTA volunteer with the Jobs and Justice Project and an organizer in the anti-nuclear movement. More recently she has been involved with Occupy Eugene, SLEEPS, and the Whoville Coalition. She is an Egan Warming Center volunteer. Mary is a graduate of the University of Oregon School of Law and a practicing attorney . For over 20 years she has represented students with disabilities, ensuring that they receive the educations to which they are entitled under federal law. A highlight of her career was as co- counsel before the United States Supreme Court. She has mediation experience and extensive experience facilitating meetings with school district administrators and staff. In 2012 she completed a three day training in Dynamic Facilitation: Conflict, Creativity , and Community. She also has been trained through the intermediate level in Nonviolent Communication.
Kesey Square Revival
UPDATE: As of April 5, 2013, Kesey Square Revival will no longer be taking place. Please read this post for the story and explanation behind this decision.
A vibrant commons is essential to a healthy city center, and Eugene lacks a functional and frequented public space. Despite the fact that Kesey Square is publicly owned and centrally located in downtown Eugene, it is a neglected and underutilized plaza. Originally furnished with balconies and then benches, all seating was removed by city staff a few years ago in order to discourage street youth and the general unhoused population from congregating in the square. Those populations have not left and are still the subject of constant complaints, and what remains is an empty plaza with nowhere to sit.
Kesey Square Revival was birthed from a vision of what a common space in downtown Eugene could look like, combined with a need for integrating those involved in activism and social service with those who are underserved and seek assistance and advocacy. After the Occupy Eugene camp closed in December of 2011, Eugene’s unhoused population experienced increased harassment by police and enforcement of “quality-of-life” crimes in the downtown area, as well as increased use of the DPSZ ordinance.
The need to both create community in public space and stand in solidarity with our unhoused neighbors came to fruition in February of 2012, when approximately fifty people spontaneously appeared in Kesey Square on a Friday afternoon, bringing with them tables, chairs, board games, free food, music, street theater, and chalk art. We created our vision of what downtown Eugene could look like, and the response was overwhelmingly positive. Mission and Philosophy
Our actions and objectives are rooted in the principle that everyone has a right to exist in public space regardless of socioeconomic status, and that the basic civil rights of individuals in public space outweigh the economic interests of businesses and government.
We believe that all members of our community have inherent value regardless of their economic contributions or financial worth. Everyone has a right to congregate in public, to participate in civic affairs, and to have access to local community and culture without being targeted for harassment, and everyone has a right to engage in life-sustaining activities in public space if they have no other option.
We are based in Eugene, Oregon, a community where these principles and basic human rights are not upheld and respected, despite our city’s claim to be a “Human Rights City”. Local responses to the “homeless problem” are almost exclusively focused on criminalization, and years worth of anecdotal evidence points to a widespread practice of harassment and profiling on the part of both law enforcement and private security.
We stand as a voice of conscience, and we unite as a collective force in order to influence and combat the practices, attitudes, beliefs, and power dynamics within our community that have resulted in widespread policies and procedures that unfairly target the unhoused and are unnecessarily punitive in nature.
We utilize public space and initiate public discourse in order to secure everyone’s right to do so, and we hope to serve as a example of how individuals can fight for social justice and create a culture of resistance on a local level through individual advocacy, creative messaging, civic engagement, community empowerment, strategic cooperation, and nonviolent civil disobedience.
We hope that our work inspires you to highlight economic injustices and work towards meaningful change in your community, no matter where you may live.

Eugene Donor Commits $400,000 For New Shelter Site

As Eugene city leaders floundered last week in relocating the former residents of the Whoville homeless camp, an anonymous benefactor took up the issue, offering a $400,000 donation to establish a sanctuary on private property.
The pledge came as a direct response to, among general grievances, the unyielding position of City Manager Jon Ruiz and others willing to leave the destitute in limbo. “I wanted to step up,” the donor tells EW, “because I saw the city making an attempt to push these people out. They’re citizens, not strangers.”
A Eugene native with capital to spare from the success of a local family business, the donor says the wealth was a matter of pure chance, adding that a privileged position in society obligates one to prevent a human rights catastrophe when no one else will.
For the donation to be seen through, the money has to be channeled properly through the fiscal sponsorship of a nonprofit organization. This would be accomplished through an existing entity with 501(c)(3) status, such as Opportunity Village Eugene or Community Alliance of Lane County. An alternative could be for SLEEPS (Safe Legally Entitled Emergency Places to Sleep) or the Nightingale Public Advocacy Collective to attain such status — the latter is already pending.
It’s now up to Mary Broadhurst, an attorney and advocate for the unhoused, and others representing the advocacy group Homeless Health Sanctuary, to coordinate sponsorship and fulfill the multiple stipulations attached to this unforeseen act of philanthropy.
“We’re looking to buy private property — a single site for something that goes beyond a 30-person rest stop,” Broadhurst says. “Initially, it would be tents on platforms, but it would transition into micro-housing.”
Semi-permanent occupants would be expected to share the space with those seeking single use overnight stays. The site would also include a health stop, where twice a week residents and passers-through could be evaluated, presumably by Occupy Medical or like volunteers. An information station would be developed to point the weary toward free meals and other community resources. The donor put a specific focus on the site needing to be self-sustaining beyond land purchase and startup costs.
The donor remains anonymous to keep the focus on the issue not the donor, and to avoid criticism from a business community where some might shame the donation: “Developers don’t want the parents of university students to see all these homeless people. It decreases the property value. They have a lot to gain from sweeping them under the rug.”
“Brave Beatrice” was the first to go down in Lane County’s current battle over free speech. “If we can’t protest in the land of the free and the brave then how can other countries protest?” Beatrice, aka Florence Emily Semple, asks. “I think we take our First Amendment and all our amendment rights for granted. They are so entrenched in our culture that in our complacency we don’t realize what our life would be like if they were not only taken away but curtailed.”
Semple, Alley Valkyrie, Terry Purvis and some 20 other activists — some associated with Occupy Eugene (OE), some with SLEEPS (Safe Legally Entitled Emergency Places to Sleep) and still others simply interested in their constitutional rights — have been arrested over the last few months in the battle for free speech without a curfew both in the Wayne Morse Free Speech Plaza and in the Eugene Federal Building plaza.
They are taking their cases to court. The plazas are “traditional public forums,” Civil Liberties Defense Center attorney Lauren Regan says, and that means, according to Supreme Court rulings, the right of the government to limit expressive activity, such as protests, is sharply restricted.
Purvis, a wildland firefighter and medic, points out the free speech and right-to-protest issue goes further than the ban on camping as protest in the plazas. “If they take away my First Amendment rights, then they can take away my Second Amendment rights and those guys in big trucks shouting ‘get a job’ in a couple months will be out here protesting, too.”
“We can’t let fear hinder us from doing what’s right,” he says. Standing at a SLEEPS pop-up protest camp at the city-owned Trude Kaufman Senior Center on a freezing January day, he gestures at Conrad Barney, a young homeless man on a hunger strike, and at other homeless people sitting at the camp, some holding signs. “I was that guy two years ago, driving by saying ‘get a job.’ Then I met them.”
Purvis, like Semple, came to be arrested for his free speech protest through his involvement with Occupy Eugene. Purvis works with Occupy Medical and is hoping to set up a 24-hour medical response team. Semple, an “old” Eugene SLUG Queen (Queen Marigold Gastropodia the Magnificent) designed and made the red flannel bandanas stenciled with the word OCCUPY seen in Eugene’s OE camps and across the country.
Early in May 2012, Occupy Eugene began to use the plaza of the old Eugene Federal Building as a protest site. The plaza, centrally located and near other public buildings downtown, is a familiar site for protests and sign waving by anyone from anti-abortion protesters to anti-drone activists. Regan points out that the federal General Services Administration (GSA)’s own website discusses that the historical usage of the site for protest dates back to the Vietnam War, and she writes in legal documents in OE v. GSA that “the U.S. Attorneys Office has stipulated that the plaza is a traditional public forum for purposes of constitutional analysis.”
Regan says that historically, the federal government had always intended the plaza to be a public, free speech venue without limiting speech to particular subjects or time periods, and without requiring permits, except in rare instances.
Occupy in Eugene has been associated, almost since it began, with the plight of the homeless in Lane County, so it was no surprise when OE set up an Occupation in the federal plaza in May. When they did, Regan says that Officer Thomas Keedy of Federal Protective Services (FPS) and told them they could not sleep there and set up a protest tent, but that they could protest. Keedy asked if someone would be a point of contact and fill out a permit. Purvis agreed to do so and the group was given a 60-day permit to be at the federal plaza.
At the end of June, when the group filed to extend and renew their permit, OE was informed that due to “problems with other Occupy movements,” not OE itself, and because “GSA has an interest in preserving the plaza for use by the general public, maintaining an aesthetically pleasing area and keeping the public safe,” 24-hour assemblies would not be allowed. The agency told the group that they could protest from 8 am to 5 pm. The GSA agreed to extend the hours to 7 am until 10 pm after OE pointed out that ending protests at the plaza at 5 pm prevents those with day jobs from exercising their free speech rights.
OE instead chose to apply for a second permit under the same 24-hour conditions of the first permit and told the GSA that Occupy would remain without a permit if the agency was going to force them to accept “unconstitutional conditions” in terms of the times they would be allowed to assemble and protest.
The new permit was denied and OE members were informed on July 10 they had 24 hours to leave the plaza or law enforcement would be called in. Occupy stayed, and when FPS came to arrest, Semple stayed behind, sitting in a lawn chair, holding a sign and challenging what she saw was a violation of her right to free speech.
“I thought about what this arrest was about; it wasn’t about robbing someone or something bad,” Semple says. “We are modeling for other countries, and if we can all get to where we are talking, communication is going to get to world peace.”
She adds, “By standing up at the federal building I’m standing up for world peace.”
The criminal case against her was later dismissed. Regan says she thinks this is because an earlier hearing on the case “did not go well” for the prosecutors.
A lot of the basis for this case has been ruled on time and time again, Regan says. “I guess the feds thought that Occupy wouldn’t challenge it, or didn’t have the means to address this blatant unconstitutionality.”
In December protesters went back to the plaza, thinking the issue was resolved. But without a written ruling it was left unclear when protest in that public forum was allowed.
Hoping to set a legal precedent for Eugene and across the country, Semple and Purvis filed a complaint in U.S. District Court that said their First Amendment right to free speech and assembly was being violated as well as their Fifth Amendment right because the change in GSA policies for protest times was a federal response to the Occupy movement and only enforced on alleged members of OE.
The GSA says it is unable to comment for this story due to pending litigation.
“The Occupy political movement, based on speech and protest actions, is being treated differently,” Regan says. Using tents for protest has been ruled constitutional, she says, and “There is no compelling reason that government curtails First Amendment rights after 11 pm.”
On Dec. 29 Semple and Purvis were arrested protesting in the federal plaza. The criminal charges against them mean that in the same federal courthouse two different judges will be ruling on the civil case Semple and Purvis filed, as well as the criminal case for their recent arrests.
These cases are the “heart and soul” of constitutional law, Regan says.
Councilor Pryor convened the January 27, 2014, City Council meeting, noting that Mayor Piercy was in Washington DC with the United Front group.
