At a change-of-command ceremony at U.S. Coast Guard headquarters in Washington, Biden noted the history-making nature of Fagan’s promotion.
“There’s no one more qualified to lead the proud women and men of the Coast Guard, and she will also be the first woman to serve as commandant of the Coast Guard, the first woman to lead any branch of the United States armed forces,” Biden said. “And it’s about time.”
Fagan thanked her parents for “their courage to allow me to begin this journey 41 years ago.”
“I was 16. I announced my intent to attend the academy, full of righteousness as only a 16-year-old can be. And like all good parents, they said, ‘Oh, she’ll outgrow it,’ ” Fagan said, drawing laughter from the crowd of about 1,800 uniformed Coast Guard members and guests.
“I did not,” she added.

Fagan was previously vice commandant, a role she assumed last summer. Her decades of Coast Guard service include a tour on the heavy icebreaker Polar Star — the only woman aboard the ship — as well as assignments on every continent. She is also the Coast Guard’s first Gold Ancient Trident, which means she is the officer with the longest service record in the marine safety field.
In her remarks Wednesday, Fagan gave a symbolic nod to Adm. Owen W. Siler, the former Coast Guard commandant who played a key role in integrating women into the service beginning in the 1970s. She told the crowd that the shoulder boards she was wearing, which display an officer’s rank, were the same ones Siler wore while leading the service.
“If it was not for Owen Siler’s courage, I do not believe I would be standing here today,” Fagan said.
Biden’s nomination of Fagan in April followed the president’s promise to diversify the leadership ranks of the government and his administration. He noted Wednesday that Fagan joined the Coast Guard only five years after the first women graduated from the academy.
Women comprised 8 percent of Fagan’s Coast Guard Academy graduating class in 1985, Biden said. By contrast, about 40 percent of the academy’s cadets today are women.
“We need to ensure women have an opportunity to succeed and thrive throughout their professional careers, and that means providing support and resources so women can compete fairly and fully for promotions and make sure women are not penalized in their career for having children,” Biden said. “It also means creating an environment where every member of the armed forces feels safe in the ranks — including from sexual assault and harassment — where their contributions are respected.”

Bellona was originally an ancient Sabine goddess of war identified with Nerio, the consort of the war god Mars, and later with the Greek war goddess Enyo. Her temple in Rome was dedicated in 296 BCE near the Circus Flaminius by Appius Claudius Caecus, during the war with the Etruscans and Samnites.[1]

Marianne (pronounced [maʁjan]) has been the national personification of the French Republic since the French Revolution, as a personification of liberty, equality, fraternity and reason, and a portrayal of the Goddess of Liberty.

Amid a rift over a new security agreement between the United States, Australia and the United Kingdom, the French Embassy in Washington has canceled a Washington reception and toned down celebrations commemorating a Revolutionary War naval victory by the French that helped the US to win its independence.
The embassy said the celebrations have been made “more sober” and the reception planned for Friday at the ambassador’s residence to mark the 240th anniversary of the Battle of the Capes has been called off. A reception on a frigate in Baltimore has also been downsized, a senior French official told CNN, who said the changes were “to make the people more comfortable.”
“It’s not anger. We are not happy but it’s the practical way of adapting ourselves,” the official said. “In the context we have taken some things from the program, kept some others so that we kept the celebrations but don’t want to have people to be obliged to be together.”
Other parts of the celebration will continue, including a wreath laying in Annapolis on Saturday and a visit by a French destroyer to Baltimore Harbor on Monday.
The move comes a day after the United States announced a trilateral security arrangement with the Australians and British focusing on the Indo-Pacific region. Under that agreement, the US will help Australia acquire nuclear-powered submarines, costing Paris a multi-billion dollar submarine deal.
In a tweet Wednesday, French Ambassador to the US Philippe Etienne noted, “Interestingly, exactly 240 years ago the French Navy defeated the British Navy in Chesapeake Bay, paving the way for the victory at Yorktown and the independence of the United States.”
The French must see there is no point in wailing about having been shoddily treated. They were.
But who ever heard of a nation short-changing its defence priorities out of not wanting to give offence? The fact is that the Australians calculated they had underestimated the Chinese threat and so needed to boost their level of deterrence.
They acted with steely disregard for French concerns but, when it comes to the crunch, that is what nations do. It is almost the definition of a nation: a group of people who have come together to defend their own interests. Their own, not others’.
Of course, sometimes nations decide their interests are best served by joining alliances. That’s what the US did in suppressing its isolationist instincts in the last century.

The leaders will agree in principle a Reciprocal Access Agreement, allowing Japanese and British forces to work, exercise and operate together, boosting the UK’s commitment to the Indo-Pacific and further safeguarding global peace and security. The UK will be the first European country to have such an agreement with Japan.
The landmark defence partnership, which will see UK and Japanese Armed Forces deploy together to carry out training, joint exercises and disaster relief activities, will build on our already close collaboration on defence and security technology, such as the Future Combat Air System programme.
Symbolic of the UK and Japan’s close ties, the leaders will observe a Royal Air Force fly past and inspect a Guard of Honour as part of the official welcome to the United Kingdom for Prime Minister Kishida. Prime Minister Boris Johnson said:
As two great island democracies, and the third and fifth largest economies in the world, the UK and Japan are focussed on driving growth, creating highly skilled jobs and ensuring we remain technology superpowers.

Why not a European-like Union in the West that has ties to the European Union – as well as the Royal Windsors? Brexit removes Queen Elizabeth from the European Union. This Prussian Kingdom of California will create a New Link that would thwart the intrusions of the Neo-Confederate Christian Militia Cults that attacked the Oregon State House. With the pardoning by Trump of people imprisoned in the investigation of Russia hacking into our election process, we need a confederation of loyal states who will look to protecting the interest of our European trading partners – who feel threatened by Putin – a leader the Trumpites adore!

LONDON — Britain and the European Union struck a hard-fought trade agreement on Thursday, settling a bitter divorce that stretched over more than four years and setting the terms for a post-Brexit future as close neighbors living apart.
The deal, which must be ratified by the British and European Parliaments, came together in Brussels after 11 months of grinding negotiations, culminating in a last-minute haggle over fishing rights that stretched into Christmas Eve, just a week before a year-end deadline.
Despite running to thousands of pages, the agreement leaves critical parts of the relationship to be worked out later. And it will not prevent some disruption to trade across the English Channel, since British exports will still be subjected to some border checks, adding costs for companies and causing potential delays at ports.
But it is nonetheless a landmark in the long-running Brexit drama — the bookend to Britain’s departure from the European Union in January and a blueprint for how the two sides will coexist after severing deep ties built over a 47-year relationship. A failure to come to terms could have left Britain and the European Union in a bitter standoff, poisoning relations for years to come.

“I never saw anyone get so drunk on one beer!” John said.
“There is no history of alcoholism!” Victoria said rubbing her chin with her sleeve, a tell that said she was truly puzzled.
“I think she is faking it. I suspect she has gone off to meet a lover. You know how women are….a lover in every port!”
Victoria was about to take John’s remark under serious consideration. If he had not added “You know how women are” suggesting Miram was a slut. This bit of misogyny would change the course of human history. For indeed Miriam made a beeline for the microfish room at the library of the University of Oregon where a male hand locked the door after she entered.
