The Washington-based company headed by a Kurdish Immigrant Rubar Sandi was poised to make $8 million on the construction of a police camp at Adnan Palace in Baghdad’s Green Zone by first getting the contract from DynCorp and then flipping it to another firm, Cogim of Italy, to do the work for a lot less money.
But there’s so much more to the story.
As the middleman, Sandi spent several years flipping US-funded reconstruction contracts on almost 30 police camps around Iraq — sometimes with margins as high as 50 percent, according to contracts I write about exclusively in Iraqslogger.com that never have been made public until now.

The Special Inspector General for Iraq Reconstruction said he couldn’t see much difference either. He’s been reviewing the contracts for more than a year. Youtube.com preserves his statement at a Congressional hearing in February for posterity.
The News: According to agreements represented by sources to me as the real ones, The Sandi Group had even larger markups on smaller police camps all over Iraq built under DynCorp’s $800-million police training contract in Iraq.
The solution for Afghanistan’s endlessly troubled police force? According to the Army, the same contractors that have trained them for the past seven years.
Danger Room has confirmed that DynCorp, one of the leading private-security firms, has held on to a contract with the Army worth up to $1 billion for training Afghanistan’s police over the next three years. The details: DynCorp will provide security personnel to train the Afghan cops at 14 different locations across the country. Those trainers will support the NATO training command run out of Kabul by Lt. Gen. William Caldwell in getting the police into an “independently functioning entity capable of providing for the national security of Afghanistan,” the Army’s Research Development and Engineering Command says in the award. The contract runs for two years and earns DynCorp $718.1 million, but an option to re-up for a third year brings the total price to $1.04 billion.
And to think: this all could have slipped through DynCorp’s fingers. From 2003 to 2009, company held a contract with the Department of State for training the Afghan police — law-enforcement training has historically been a State Department operation — that earned the company over a billion. But last year, Gen. Stanley McChrystal successfully lobbied to place the police training under his control. An obscure Army entity usually dealing with counter-narcotics known as CNTPO let it be known in fall 2009 that DynCorp wasn’t part of the companies it considered for the bid. So DynCorp registered a complaint with the Government Accountability Office contesting CNTPO’s fitness to award the contract. GAO sided with DynCorp in March; the bid went out under the Research Development and Engineering Command instead this summer; DynCorp won yesterday.
“We are honored to continue to support coalition efforts to train the Afghan National Police under this competitively-awarded contract,” company spokeswoman Ashley Burke emailed Danger Room. “Our extraordinary law enforcement professionals, working at the direction of the coalition forces and side-by-side with the Afghan people, have helped to make significant progress in developing a civilian police force in Afghanistan under challenging circumstances. We look forward to continuing this important work.”
A series of audits over the years have chided the State Department’s oversight of DynCorp’s police-training contracts in Iraq and Afghanistan, but have mostly criticized the State Department, not the company. Still, the company’s performance in Afghanistan has recently raised eyebrows: in an incident disclosed last week, DynCorp guards assigned to protect Afghan President Hamid Karzai were fired after drinking and whoring in 2005; late payments to a subcontractor got an elderly U.S. citizen thrown in an Afghan jail this weekend; and WikiLeaks released a cable seeming to indicate that DynCorp guards hired young male prostitutes for a party it threw in 2009 for Afghan bigshots. (The company and the State Department deny that.)
But perhaps the biggest question surrounding the contract is the weakness of the Afghan police. Official U.S. complaints about corruption and incompetence have plagued the Afghan cops since a 2006 joint Pentagon-State inspectors-general inquiry gave the force poor marks, all while barely studying the DynCorp contractors who trained them. NATO has a goal of expanding Afghanistan’s cops to 134,000 by October, even as they’re considered the most troubled element of the Afghan security forces. The training command is short several hundred uniformed trainersthat U.S. allies were supposed to provide. And now the same contractors who’ve trained the cops from jump are sticking around for the remainder of the effort.
“With years of hard-earned experience in the Balkans, East Timor, Haiti, Sudan, Liberia, Palestine, Iraq and Afghanistan,” Burke says, DynCorp “has provided more than 6,000 experienced civilian police advises in support of civilian police training programs around the world.”

DynCorp mercenaries to replace Blackwater in Yemen
(Press TV, 7 March 2016) ~ The first batch of mercenaries from the private US military firm DynCorp has arrived in the Yemeni city of Aden to replace paid militants from another American company.
Under a USD-3-billion contract between the United Arab Emirates (UAE) and DynCorp, mercenaries from the company are to be deployed to Yemen, where UAE forces are fighting against the Yemeni army and Popular Committees on Saudi orders, Khabar News Agency quoted an official with Yemeni Defense Ministry as saying.
The official, who spoke on condition of anonymity, said the first group of the mercenaries recently arrived in the port city of Aden to replace those of Blackwater, a notorious American group now renamed Academi.

The Sandi Group’s work with Texas-based DynCorp has been investigated by the special inspector general for Iraq reconstruction, according to David Phinney, a Washington, D.C.-based freelance reporter whose work includes a series on contractors and private military companies working in Iraq.
Phinney said the Sandi Group teamed with DynCorp on a massive multi-year U.S. State Department contract to train more than 100,000 Iraqi police officers, as well as dozens of other projects.
CNN reported in 2007 that the “State Department had been unable to account for most of $1.2 billion in funding that it gave to DynCorp International to train Iraqi police.”
Buck senior vice president Raja Kamal — implemented a strategy of aggressively seeking international donors, many of them from the Middle East. Kamal, who was hired in December 2010, also resigned in June 2016.
Buck insiders said the faculty balked when Kennedy floated the idea of naming a school of geroscience at the institute after King Fahd of Saudi Arabia in hopes of securing a $5 million donation. That idea was eventually abandoned.
Insiders also said that Sandi and Jostein Eikeland, a Norwegian-born entrepreneur, each pledged $5 million to the institute, but Sandi reneged on his pledge and Eikeland ultimately limited his contribution to $1 million.

Architecture
The architecture of the Buck Institute is as distinctive as its science
World-renowned architect I.M. Pei was so interested in the mission of the Institute that he unexpectedy responded to a request to submit a proposal to design the research facility. Following the founder’s guidelines he designed an inspirational, meditative space that fosters creative interaction among scientists and harmonizes with the serene Marin County landscape.
Visitors taking part in docent-led tours have an opportunity to appreciate Pei’s trademark use of varied geometric elements and floating staircases, which are featured throughout both the administrative and research buildings. The Institute atrium is accentuated by a 75 foot-high skylight, similar to the Louvre Museum pyramid in Paris, which is another design of I.M. Pei’s. Indoor non-fruiting olive trees, another Pei favorite, are also featured in the atrium.
Here are my prophetic posts, made more so when I discovered the Kurd, Rubar Sandi, is on the board of the Buck Institute. My support of the Kurds alienated me from family and friends. I just talked to a woman at the Buck Foundation about applying for a grant. She directed me to their website. I told her about Royal Rosamond Press, and she said she will get back to me. I have my doubts, because the Rich and building a wall between themselves and the Poor. You have to be rich to be philanthropists. but, this may not be the case with the Buck Institute. Why can’t poor people disperse monies to poor people?
The Getty family are philanthropists and founded PlumpJack winery. That is a photo of Rubar with his wife at Cartier Chevy Chase. Perhaps the Buck Inst. needs its own winery to keep up with the Jones?
They should also send a team of scientist to take DNA of the Knights Templar buried in the walls of Belleveux. I know where others are buried. Wouldn’t that be a feather in the cap of the BI, where in the lobby we see giant DNA charts of Templars on the wall, with holograms. Are there any rose lines around? What if the Buck Institute is a secret Ark, wherein are gather bloodlines?

The second-century Greek geographer Pausanias compared the tomb of Queen Helena of Adiabene to the legendary tomb of Mausolus—one of the seven wonders of the world!12
Queen Helena’s tomb is entered through a small depression on the left-hand side of the porch. In antiquity a rolling stone sealed the entrance. Among the hundreds of tombs from the necropolis surrounding Second Temple period Jerusalem, only four have been found with round “rolling” stones.13
Helena’s tomb remains unsealed, and the stone is still visible. Pausanias recounts that Helena’s tomb had a magic door that opened only once a year. It may be that there once existed a mechanism that moved the rolling stone by water pressure: “A round pit that might have contained the mechanism that operated the rolling stone was cut in the vestibule floor near the entrance trench.”14 A system of weights was installed to automatically move both the rolling stone as well as a stone slab that covered the steps, which led into the interior of the tomb.15 This system was intended to keep out undesirables.
Nearly 3,000 km [2,000 miles] from Judea, east of the Tigris River, lies the ancient land of Adiabene — nowadays more or less Iraqi Kurdistan. In Helena’s time, during the early first century CE, Adiabene was a client kingdom of the Parthians. According to the Jewish historian, Josephus,** it was also where the remains of Noah’s ark were still visible and could be shown to anyone who was interested in such things.

Scouts and Knights of the Swan

ISIS titles the forces that oppose it “crusaders”. This is a lie. My ancestors were Crusaders, Knights Templars, as well as Teutonic Knights. Only the Pope can call for another Crusade.
Above is the resting place of my Rougemont kindred at Belleveux. These Templars owned the Shroud of Turin that I believe we found on the Fourth Crusade. I have been told I resemble the shroud image that may have found its way to Fontenotte and the Templar church.
My kindred were also members of the Swan Brethren. Below is the oldest surviving Dutch painting show members of the Rover family as Knight of Saint George. The Rovers went on Crusade. Members of a Dutch motorcycle gang have gone to Syria to fight ISIS.
On this day, I ring the Templar bell and summon brave men and women to join the revived Jessie Scouts, and the newly founded Order of the Swan Knights. ISIS has sanctioned slavery and the sexual abuse of children. They claim they are bringing Armageddon to the world, but, it is time for real Warriors to bring this nightmare to an end.

A Star on Rose Mountain

It is not easy being a Seer and Prophet.
My call to Rose Mountain began with my review of ex-wife’s Apocalyptic art, and my declaration that her ex, Thomas Pynchon, was not the champion of the hippie/beat movement. Thomas never had a clue what was going on in the Women’s Movement, and Mary Ann, took herself out of the picture.
In getting to know Kurdish men and women who have become my Facebook friends, I am astounded to discover the Radical Ideas of the 60s are alive and well. Rena, Joan, and Mimi Baez look like the women fighters of the PKK. A month ago an apology from Rena, was felt, heard on a level I spend much time on. As an abused child, I do not want her to miss the Great Battle of Rose Mountain.
I had placed a Spartan helmet on her Aries head. To see these Kurdish women doing the Pyrrhic Dance that the Spartans adopted, was to be raised up to a paramount place in history, where only heroes and heroines may climb, to plant their brave banners.
For weeks I lamented at the sight of that black flag over Kobane after having a vision of the flag I designed for the Alliance, waving there. A day ago, that symbol of evil was struck, and a new flag did wave!
