Downgraded and Degraded

Rachel Maddow did an alarming segment on the downgrading of our State Department. Trump will not be seeing the Queen of England due to a petition of Brits objecting to a ‘Pussy Grabber’ being in Elizabeth’s presence. Roy Moore resembles Bill Cornwell’s father who was my daughter’s ideal, and I suspect the ideal of the Christians around Rena who I suspect became afraid of me when here child-porno friend told her I was mentally ill and dangerous because I wanted to depict her as a goddess. I saw Rena as a model and muse for Britannia. I am a Seer not a Sex fiend and Sadist.   If you look at history many Seers and Prophets were brought low by false and degrading accusations – while the real perpetrators continue with their dirty work.

It is hard for most people to go after the rich and powerful, and will often pick a lowly scapegoat to crucify. This is the real core of Jesus’s teaching, and not that he died for our everlasting sex sins. Where is the voice of Christian leaders when it comes to degrading and shaming Roy Moore who used dying Jesus as a smokescreen, so he could be a wolf in sheep’s (shepherd’s) clothing as he crept up on that fourteen year old girl.

Who saw this coming, the end of diplomacy between Britain and America, and America and the World?

ANSWER: The one they publicly stripped and shamed, taking from him everything and everyone he holds dear.

Time to Ask Why

As I have done a few times previously this year, I am sharing with you an advance copy of my President’s Views column for the December edition of The Foreign Service Journal.

I begin with a reminder that we, the members of the career Foreign Service, have an obligation as stewards of our institution to be effective advocates for why diplomacy matters. That requires some skill in explaining how diplomacy works.

While raising awareness of and appreciation for the Foreign Service is a longstanding goal, one AFSA has pursued with renewed vigor and impact over the past couple years, the need to make the case for the Foreign Service with fellow Americans and our elected representatives has taken on a new urgency. The cover of the Time magazine that arrived as I was writing this column jarred me with its graphic of wrecking balls and warning of “dismantling government as we know it.”

While I do my best, as principal advocate for our institution and as a seasoned American diplomat, to model responsible, civil discourse, there is simply no denying the warning signs that point to mounting threats to our institution—and to the global leadership that depends on us.

There is no denying that our leadership ranks are being depleted at a dizzying speed, due in part to the decision to slash promotion numbers by more than half. The Foreign Service officer corps at State has lost 60 percent of its Career Ambassadors since January. Ranks of Career Ministers, our three-star equivalents, are down from 33 to 19. The ranks of our two-star Minister Counselors have fallen from 431 right after Labor Day to 369 today—and are still falling.

These numbers are hard to square with the stated agenda of making State and the Foreign Service stronger. Were the U.S. military to face such a decapitation of its leadership ranks, I would expect a public outcry. Like the military, the Foreign Service recruits officers at entry level and grows them into seasoned leaders over decades. The talent being shown the door now is not only our top talent, but also talent that cannot be replicated overnight. The rapid loss of so many senior officers has a serious, immediate, and tangible effect on the capacity of the United States to shape world events.

Meanwhile, the self-imposed hiring freeze is taking its toll at the entry level. Intake into the Foreign Service at State will drop from 366 in 2016 to around 100 new entry-level officers joining A100 in 2018 (including 60 Pickering and Rangel Fellows).

Not surprisingly, given the blocked entry path, interest in joining the Foreign Service is plummeting. I wrote with pride in my March 2016 column that “more than 17,000 people applied to take the Foreign Service Officer Test last year,” citing interest in joining the Foreign Service as a key indicator of the health of the institution. What does it tell us, then, that we are on track to have fewer than half as many people take the Foreign Service Officer Test this year?

As the shape and extent of the staffing cuts to the Foreign Service at State become clearer, I believe we must shine a light on these disturbing trends and ask “why?” and “to what end?”

Congress rejected drastic cuts to State and USAID funding. The Senate labeled the proposed cuts a “doctrine of retreat” and directed that appropriated funds “shall support” staffing State at not less than Sept. 30, 2016, levels, and further directed that “The Secretary of State shall continue A-100 entry-level classes for FSOs in a manner similar to prior years.”

Given this clear congressional intent, we have to ask: Why such a focus on slashing staffing at State? Why such a focus on decapitating leadership? How do these actions serve the stated agenda of making the State Department stronger?

Remember, nine in ten Americans favor a strong global leadership role for our great country, and we know from personal experience that such leadership is unthinkable without a strong professional Foreign Service deployed around the world protecting and defending America’s people, interests and values.  Where then, does the impetus come from to weaken the American Foreign Service?  Where is the mandate to pull the Foreign Service team from the field and forfeit the game to our adversaries?

I went in search for more truths, and found ‘The Beast’ that is found on the cote of arms that was presented to Admiral Sir Ian Easton, in the presence of her Majesty, Queen Elizabeth of  Great Briton.  Was Rena there, gazing upon the crown of Europe’s most Regal Sovereign? For sure, the eyes of this Admiral and Knight, also gazed upon the eyes of the most beautiful woman he has ever seen, the most beautiful girl, I ever saw.

In looking for more information I came across the cote of arms for ‘The Beast’ who fell for Beauty, whose father plucked a red red rose.

I am going to follow up my conversation with a letter to my Congressman, Peter DeFazio. We need real leadership, who reinforces our relationship with traditional and esteemed allies. We must do all we can to thwart the self-appointed reign of mad men who take the law into their owns hands, here, or abroad.

Winston Churchill lived in Blenheim Palace at Woodstock where Fair Rosamond was kept in a labyrinth. Queen Eleanor found her by the clue of a thread. To find a pink thread tied around Kate’s Dark Beast, next to the words “red red rose”………is the last clue!

Rena suffers from extreme low self-esteem, as do I. We never feel we are deserved of anything, or anyone. I own the privilege of rescuing her….and for a little while we were whole, and deserving of one another. Let us now be forgiving of one another, for our road has proved to be a crooked one, full of unexpected turns and dead ends. But, we have arrived at the epicenter, the Home of the Beast…….that you did tame? Alone? Let us be united in a common cause.

The ‘Imperial Defence College’ was founded in 1927, it was renamed the ‘Royal College of Defence Studies’ in 1970. The unofficial emblem crest is a representation of the ‘Beast’ with the trident representing the Royal Navy, the lion the Army and the wings of the lion the Royal Air Force.

The crest is a representation of the ‘Beast’ which has been our unofficial emblem since 1932 at least. The trident represents the Royal Navy, the lion the Army and the wings of the lion the Royal Air Force. The laurel wreath around the lion’s neck symbolises the civilian component of the college and was added in 1977 after consultation with the Foreign and Commonwealth Office. The lion is shown sitting on a wreath, or torse, in accordance with heraldic custom.

The basic feature of the shield is the Royal Crown which is a special privilege granted to the college. The book refers to the educational activities of the college and the green background is included to indicate the distinctive green onyx which decorates Seaford House and is a feature of the building.

The supporters were inspired by the Beast and are in accord with the historical use of lions or leopards in royal heraldry. They are rendered distinctive by the inclusion of the wolf from the arms of Lord Hankey and the lion from those of Sir Winston Churchill, both of whom were involved in the establishment of the college.

The motto can be translated as ‘concord (or co-operation) strengthens the limbs’ or, more usefully, ‘strength through unity’.

The estate given by the nation to Marlborough for the new palace was the manor of Woodstock, sometimes called the Palace of Woodstock, which had been a royal demesne, in reality little more than a deer park. Legend has obscured the manor’s origins. King Henry I enclosed the park to contain the deer. Henry II housed his mistress Rosamund Clifford (sometimes known as “Fair Rosamund”) there in a “bower and labyrinth”; a spring where she is said to have bathed remains, named after her. It seems the unostentatious hunting lodge was rebuilt many times

The Spencer family is one of Britain’s most illustrious aristocratic families. This noble family descended in the male line from Henry Spencer, claimed to be a descendant of the cadet branch of the ancient House Le Despencer (died c. 1478), male-line ancestor of the Earls of Sunderland, the Dukes of Marlborough, and the Earls Spencer. Two prominent members of the family were Winston Churchill and Diana, Princess of Wales.
