In April of 2014 I received an e-mail from Belle Burch who mistakenly thinks I have invited her to go with me to New York to take in a Broadway Musical. This would have entailed us sharing a hotel room.

Millions of Europeans are discussing the real possibility more murderous attacks will come from the disenfranchised Muslim community. When I met with Belle Burch in order to get to know who she is, she failed to inform me she was very much involved in empowering the disenfranchised homeless in Eugene Oregon. GOING DUTCH
The uncomfortable truth is that disenfranchisement and radicalization are happening even in countries, such as the Netherlands, that have done much to accommodate Muslim immigrants. Proud of a legendary tolerance of minorities, the Netherlands welcomed tens of thousands of Muslim asylum seekers allegedly escaping persecution. Immigrants availed themselves of generous welfare and housing benefits, an affirmative-action hiring policy, and free language courses. Dutch taxpayers funded Muslim religious schools and mosques, and public television broadcast programs in Moroccan Arabic. Mohammed Bouyeri was collecting unemployment benefits when he murdered van Gogh.
The van Gogh slaying rocked the Netherlands and neighboring countries not only because the victim, a provocative filmmaker, was a descendant of the painter Vincent, the Dutch’s most cherished icon, but also because Bouyeri was “an average second-generation immigrant,” according to Stef Blok, the chairman of the parliamentary commission reviewing Bouyeri’s immigration record. European counterterrorism authorities saw the killing as a new phase in the terrorist threat. It raised the specter of Middle East-style political assassinations as part of the European jihadist arsenal and it disclosed a new source of danger: unknown individuals among Europe’s own Muslims. The cell in Hamburg that was connected to the attacks of September 11, 2001, was composed of student visitors, and the Madrid train bombings of March 2004 were committed by Moroccan immigrants. But van Gogh’s killer and his associates were born and raised in Europe.
Bouyeri was the child of Moroccan immigrant workers. He grew up in a proletarian area of Amsterdam sometimes known as Satellite City because of the many reception dishes that sit on its balconies, tuned to al Jazeera and Moroccan television. Bouyeri’s parents arrived in a wave of immigration in the 1970s and never learned Dutch. But Bouyeri graduated from the area’s best high school. His transformation from promising student to jihadist follows a pattern in which groups of thriving, young European Muslims enlist in jihad to slaughter Westerners.
After graduating from a local college and then taking advanced courses in accounting and information technology, Bouyeri, who had an unruly temper, was jailed for seven months on a violence-related crime. He emerged from jail an Islamist, angry over Palestine and sympathetic to Hamas. He studied social work and became a community organizer. He wrote in a community newsletter that “the Netherlands is now our enemy because they participate in the occupation of Iraq.” After he failed to get funding for a youth center in Satellite City and was unable to ban the sale of beer or the presence of women at the events he organized, he moved to downtown Amsterdam. There, he was recruited into the Hofstad Group, a cell of second-generation Islamic militants.
The cell started meeting every two weeks in Bouyeri’s apartment to hear the sermons of a Syrian preacher known as Abu Khatib. Hofstad was connected to networks in Spain, Morocco, Italy, and Belgium, and it was planning a string of assassinations of Dutch politicians, an attack on the Netherlands’ sole nuclear reactor, and other actions around Europe. European intelligence services have linked the cell to the Moroccan Islamic Combat Group, which is associated with the Madrid bombings and a series of attacks in Casablanca in 2003. Its Syrian imam was involved with mujahideen in Iraq and with an operational chief of al Qaeda. “Judging by Bouyeri’s and the Hofstad network’s international contacts,” an analyst for the Norwegian government says, “it seems safe to conclude that they were part of the numerous terrorist plots that have been unraveled over the past years in western Europe.”
The Hofstad Group should not be compared with marginal European terrorist groups of the past, such as the Baader-Meinhof Gang in Germany, Action Directe in France, or the Red Brigades in Italy. Like other jihadist groups today, it enjoys what Marxist terrorists long sought but always lacked: a social base. And its base is growing rapidly, thanks in part to the war in Iraq.
The Dutch General Intelligence and Security Service (AIVD) says that radical Islam in the Netherlands encompasses “a multitude of movements, organizations and groups.” Some are nonviolent and share only religious dogma and a loathing for the West. But AIVD stresses that others, including al Qaeda, are also “stealthily taking root in Dutch society” by recruiting estranged Dutch-born Muslim youths. An AIVD report portrays such recruits watching jihadist videos, discussing martyrdom in Internet chat rooms, and attending Islamist readings, congresses, and summer camps. Radical Islam has become “an autonomous phenomenon,” the AIVD affirms, so that even without direct influence from abroad, Dutch youth are now embracing the fundamentalist line. Much the same can be said about angry young Muslims in Brussels, London, Paris, Madrid, and Milan.
Valkyrie agreed. Social service agencies “often make people feel like they’ve done something wrong,” she said, and are patronizing.
Several Occupiers have mentioned offers from Occupy Portland and Salem to come and join in civil disobedience protesting the eviction. “The official Occupy Eugene response to the eviction by the city of Eugene will be nonviolent,” an OE press release said, which added, “The Occupation will continue with or without camp.”
Many Occupiers, like other activists, prefer not to give last names for security reasons.

Alley Valkyrie, an organizer who has been spending nights at Occupy Eugene, said, “It’s disgusting the way they’ve used this” to shut down the camp. She said the camp had set up its own “peacekeepers” to deal with problems, and that there was less, not more crime compared to when the homeless population was spread around town.
“I don’t sleep here,” Valkyrie said, laughing. “I’m up all night.” She said in recent days the crackdown on fires had made the camp colder, and the stadium lighting the police put up and increased patrols were “psychological warfare.”

On February 3rd, 2012, Alley Valkyrie and many of her friends reclaimed Kesey Square as a place for street artists, entertainers, friends and activists to gather as a community.
Since the breakup of the Washington Jefferson Park occupation site, many of the displaced homeless have been harassed by some within the Eugene Police Department.
They have been unfairly targeted, charged with small crimes, and then told they can’t return to a 20 block area surrounding Kesey Square.
This “Downtown Public Safety Zone” is being used to discriminate against the homeless. Alley Valkyrie demonstrates how easy it is to break these laws, and not get arrested because she doesn’t look homeless.
On May 27 the Eugene Police Department brought the City Council a proposal to close Kesey Square between 11 pm and 6 am, a move that some say is targeting the homeless population. Kesey Square, aka Broadway Plaza, is a city-deemed performance space that sits on the corner of Broadway and Willamette, home to the bronze statue of Ken Kesey. The City Council has not scheduled a vote.
Civil Liberties Defense Center attorney Lauren Regan says the proposal to close the public square is repugnant in the face of the human rights image touted by the city of Eugene.
“It’s incredibly classist and discriminatory based on income and status, and I think we gave up those types of policies 100-plus years ago,” Regan says.
Homeless rights advocate Alley Valkyrie says there is already a lack of public space for the unhoused downtown.
“What downtown Eugene needs are bathrooms, benches and more open spaces,” Valkyrie says.
She says the ordinance changes will stir more resentment between businesses and the transient population. “The only reason they’re there in the first place is because after park curfew there’s nowhere else legal for them to be, and now we’re going to kick them out of the last place that they’re allowed to be,” Valkyrie says. “Where are they supposed to go?”
Police Chief Pete Kerns says the businesses near the public plaza want it closed at night. He says food cart equipment is often broken and stolen.
“Anyone who walks across the plaza won’t be — it doesn’t affect them,” Kerns says. “It’s the people that want to park there and get in fights and drink and camp there overnight.”
Tom Kamis, owner of The Davis on the corner of Broadway and Olive, estimates that a large fight happens once a week outside of his restaurant. “The fighting, I think, is going on a lot more in back alleys,” Kamis says.
Valkyrie says she noticed more problems coming from the college-age crowd than the unhoused when she was living on 10th Avenue and Lincoln Street. She says she believes the police largely ignore their behavior because they spend money downtown.
“Public space is public,” Valkyrie says. “We should not be excusing the behavior that comes from people who spend money and then scapegoating those who have no money.”
Regan says enforcing this ordinance would cost taxpayers money and ensure that police will continue to get the largest chunk of the city’s municipal budget.
“People will qualify for court-appointed lawyers based on the fact that they have no income and there are no other places for them to seek shelter in Eugene,” Regan says.
Citations for being in Kesey Square between 11 pm and 6 am could amount in fines as high as $500 on the first offense and $1,000 and one year in jail for subsequent violations. Kerns says he expects the council to take action on the ordinance by the end of June.
The proposal also prohibits unlicensed dogs from the downtown activity zone, which covers the area between Sixth and 11th avenues and High and Lincoln streets.
“Neither proposal addresses the sources of homelessness or contributes to a solution,” Eugene Human Rights Commission member Ken Neubeck says. “Carrying these proposals out will utilize staff time and financial resources that could be far better used by police in the prevention and pursuit of more serious crimes perpetrated on the housed and unhoused.”
