Video posted on Truth Social touts CBD as a ‘gamechanger’ and promotes Medicaid coverage of CBD products

Cannabis stocks are on a high after Donald Trump shared a video on Sunday promoting cannabis use for seniors and Medicaid coverage of CBD products.

The nearly three-minute-long video, posted on the president’s Truth Social platform, touts the usage of hemp-derived CBD as a “gamechanger” that is a pain and stress reliever for seniors.

Stocks for cannabis companies, including Canopy Growth, Tilray and Cronos Group jumped Monday when stocks opened for the week. MSOS, an AdvisorShares Cannabis exchange-traded fund (ETF), also soared on Monday, after Trump posted the video.

The video was produced by the Commonwealth Project, a group promoting cannabis use for senior healthcare, and praised Trump for his 2018 farm bill that legalized industrial hemp.

“Now it’s time to educate doctors … provide Medicare coverage for CBD and give millions of seniors the support they deserve,” the video said.

The cannabis industry has long hoped the White House would take further steps to decriminalize cannabis at a federal level.

Under Joe Biden’s administration, the Department of Health and Human Services requested that the Drug Enforcement Administration (DEA) reclassify cannabis as a lower-risk substance. Marijuana is now classified as a Schedule I drug in accordance with the Controlled Substances Act, which means it has no accepted medical use and has a high risk for abuse.

But the Trump administration had been silent about decriminalizing marijuana until August, when Trump told reporters that his administration is “looking at reclassification and we’ll make a determination over the next few weeks”.

“I’ve heard great things have to do with medical, and I’ve heard bad things having to do with just about everything else,” Trump said. “It’s a very complicated subject.”

Currently, 40 states allow the use of medical cannabis products, and 24 states allow non-medical cannabis use.

Tilray led a rally by industry stocks in New York on Monday, surging by more than 40% in the wake of Trump’s video.

Advocates for cannabis for medical use say legalizing marijuana at a federal level will allow for better investment into research and broaden access.

“While the DEA plans to reschedule cannabis, today it is still a Schedule I drug – a controlled Substances Act classification for the most dangerous drugs such as heroin and LSD,” the Commonwealth Project says on its website. “As a result, studying cannabis is challenging and not integrated into comprehensive medical care, depriving millions of Americans aged 65 and older of potential life-changing alternative therapies for medical ailments.”

But it’s unclear where Terrance Cole, Trump’s DEA administrator, stands on reclassifying cannabis. Advocates pointed out that upon Cole’s appointment in July, he did not mention cannabis reclassification among his priorities, instead focusing on cracking down on fentanyl.

In 2024 and 2025, speculation has arisen regarding Donald Trump’s health and demeanor during public appearances, particularly after some viral video clips and extended periods out of the public eye. These events have led to online rumors and conspiracy theories that he might be “high” or intoxicated. There is no evidence to support these claims, and reports have offered other potential explanations for changes in his behavior. 

Speculation and possible explanations

Health rumors

  • Facial and physical appearance: In September 2025, after a 9/11 memorial appearance, Trump faced online speculation about a facial droop.
    • Some online commenters suggested it was a sign of a stroke, while others speculated that artificial intelligence was used to alter videos of his appearance.
    • In the same month, his medical history, bruising on his hand, and swelling in his legs also led to viral rumors.
    • The White House and Trump have called the speculation “fake news” and “baseless”.
  • Stamina and cognitive state: During the 2024 election campaign, critics observed that Trump’s rally speeches seemed darker, harsher, less focused, and longer than in the past.
    • There were also instances of confusion or rambling, and one rally featured a strange 40-minute period of him swaying to music onstage after a medical incident.
    • This led to speculation about his cognitive fitness, with a YouGov poll in September 2025 showing that nearly two-thirds of Americans were concerned his age was affecting his ability to do his job.
  • Substance use allegations: Throughout his political career, Trump has been vocal about his abstinence from alcohol. Despite this, the notion that his behavior could be influenced by a substance has been a recurring theme, often used by critics to draw attention to his sometimes erratic and aggressive communication style. 

Counterarguments and alternative perspectives

  • Official White House statement: Following health rumors in early September 2025, White House Press Secretary Karoline Leavitt dismissed the speculation as “baseless,” stating that Trump had “a tremendous amount of energy”.
  • Campaign and political strategy: The changes in Trump’s communication style can also be seen as an intentional political strategy, not a sign of impairment. During the 2024 campaign, he described his tendency to drift between topics in speeches as “the weave,” a method to keep audiences engaged.
  • Focus on political rhetoric: Some analyses of Trump’s rally rhetoric suggest that the more aggressive tone and increased use of negative and definitive language are intentional choices to mobilize his base. A shift toward a more populist, anti-establishment message was central to his 2024 campaign. 

In summary, the perception that Trump has appeared “high” is part of broader and recurring speculation about his health, stamina, and cognitive fitness, amplified by social media commentary on isolated clips and his public appearances. These claims are disputed by the White House and his campaign, and reports also point to age, health conditions, or intentional political rhetoric as other potential factors in his observed behavior.
