Russian Patriarch Kirill placed on Ukraine’s wanted list

The Security Service of Ukraine (SBU) has placed Russian Orthodox Patriarch Kirill of Moscow on its wanted list, according to the Interior Ministry’s wanted persons database on Dec. 15.
Patriarch Kirill, born Vladimir Gundyayev, is the head of the Russian Orthodox Church and a staunch supporter of Russian leader Vladimir Putin and Russia’s war against Ukraine.
According to the Soviet archives, the bishop was a KGB agent and spied on Switzerland in the 1970s, using his role as an official representative at the World Council of Churches.
The database describes him as a person “hiding from pre-judicial investigation authorities,”
Kirill is accused of violating Article 110 of Ukraine’s criminal code, which concerns actions that infringe on Ukraine’s territorial integrity, resulting in “the death of people or other serious consequences.” The charge carries a punishment of life imprisonment.
He is also charged with article 437, the “planning preparation, unleashing, and waging an aggressive war,” which carries a punishment of up to 15 years imprisonment.
The SBU announced the charges in November due to the fact he is a “member of the inner circle of Russia’s top military and political leadership and was one of the first to publicly support the full-scale war against Ukraine.”
The Security Service pointed out that Krill uses his Orthodox subordinates in Russia, as well as members of the Moscow-linked Ukrainian Orthodox Church, to spread pro-Russian propaganda.
The Ukrainian Orthodox Church of the Moscow Patriarchate is subordinate to the Russian church and is not to be confused with the autocephalous (autonomous) Orthodox Church of Ukraine.
Ukraine has long accused the Moscow Patriarchate’s representatives in Ukraine of serving as the Kremlin’s propaganda arm in the war.
Kirill included pro-war narratives in his sermons and other religious services, the SBU noted, drawing attention to his blessing to Russian invasion troops in March last year and other cases seen as justification of Russia’s invasion.
The U.K. sanctioned him in June 2022 for backing the war. However, he has evaded EU sanctions due to Hungary’s protests.

Dec 15 (Reuters) – Ukraine’s Interior Ministry on Friday placed the head of Russia’s Orthodox Church, a backer of the Kremlin’s 21-month-old war against Kyiv, on a wanted list after security services accused him of abetting the conflict.
The measure is purely symbolic as Patriarch Kirill is in Russia and under no threat of arrest. It was the latest step in Ukraine’s campaign to uproot the influence of priests it alleges maintain close links to Russia and subvert Ukrainian society.
A post on the Ukrainian ministry’s wanted list identified Kirill by name, showed him in his clerical robes and described him as “an individual in hiding from the bodies of pre-trial investigation”. It said he had been “missing” since November 11.
Orthodox Christianity is the dominant faith in Ukraine and authorities in Kyiv have launched criminal cases against clergy linked to a branch of the Orthodox church once directly linked to the Russian church and Kirill.

Parliament in Kyiv is considering a bill that would ban that branch of the church, which has lost many of its parishioners since Kremlin leader Vladimir Putin sent Russian troops into Ukraine in February 2022. The church says it severed all links to Moscow in May 2022.
Ukraine’s SBU security service last month issued a document saying Kirill “infringed Ukrainian sovereignty” by virtue of his position as “part of the closest entourage of Russia’s military and political leadership”.
Security forces have launched dozens of criminal cases, including accusations of treason, against priests and officials linked to the branch of the church associated with Moscow.
Kirill has denounced those actions and appealed to clerical leaders world-wide to stop Ukraine’s moves against the church.
A senior official in the Russian church told Russia’s RIA news agency that placing Kirill on a wanted list was “a step that is as ridiculous as it is predictable”.
Vladimir Legoida, responsible for ties with other churches, told RIA that Ukrainian authorities were guilty of “lawlessness and attempting to intimidate parishioners”.

- Activists said they seized an eight-bedroom villa in southwestern France and posted videos from inside.
- It is owned by Kirill Shamalov, the ex-husband of Putin’s daughter, Russian news site The Insider reported.
- The activists, who were briefly arrested, say they want to house Ukrainian refugees in the villa.
A group of activists said they took over a French seaside villa belonging to Russian President Vladimir Putin’s former son-in-law, saying they want to use it to house Ukrainian refugees.
Pierre Haffner, Vladimir Osechkin, and Sergey Saveliev posted videos and images showing an activist flying the Ukrainian flag from the balcony of the Alta Maria villa in Biarritz on Sunday.
The house, which the activists said has eight bedrooms and three bathrooms, is registered to Kirill Shamalov, the independent Russian investigative website The Insider reported. Shamalov was previously married to Katerina Tikhonova, one of Putin’s daughters.
The villa was previously registered to the Russian oligarch Gennady Timchenko, The Insider reported. Insider was not able to independently verify the property ownership details.
Haffner told The Insider that they had found a copy of Shamalov’s passport inside the property.

On Monday, Biarritz police arrested Haffner and Saveliev in connection with the break-in, but later released them with a warning, Agence France-Presse and Reuters reported.

In their social media posts, the activists said they changed the locks and hoped to house Ukrainian refugees in the villa. They also said they will go to IKEA to get furnishings.
“In the coming days, human rights activists and lawyers will send relevant requests to the Biarritz Mayor’s Office and the prefecture, as well as the Elysee Palace with a proposal to use the villa ‘Ukraine’ as one of the places to accommodate refugees from Ukraine,” Osechkin wrote on Facebook.
In a statement sent to Osechkin by Saveliev before he entered the villa, Saveliev said: “We dedicate this action to Ukraine and all the people who have suffered from torture, corruption and repression in Russia.”
“This place should and will become a refuge and a place of help for people who have no place in their country.”
World powers including the US, UK, and EU seized the assets of a number of Russians linked to Putin following the invasion of Ukraine last month. The UK government said it was looking at housing Ukrainian refugees in seized properties.
Shamalov has not been targeted by EU sanctions, but he has been sanctioned by Britain.
Ukraine hit by one of the worst cyber-attacks of the war, says UK
This week, Ukraine was hit by a 48-hour cyber-attack that the UK says was probably “one of the highest-impact disruptive cyber-attacks on Ukrainian networks since the start of Russia’s full-scale invasion”.

On 12 December 2023, Kyivstar, Ukraine’s largest mobile network operator, suffered a cyber-attack. Effects continued for at least 48 hours, impacting the company’s mobile and data services.
Kyivstar supplies over half of Ukraine’s population with mobile and home internet services. The cyber-attack reportedly left users without mobile signal or the ability to use the internet. Kyivstar reported that no personal data was compromised during the attack.
The cyber-attack also reportedly disrupted air raid sirens, some banks, ATMs, and point-of-sale terminals. At the same time, the Ukrainian bank Monobank was targeted with a distributed denial of service (DDoS) attack, disrupting access to the bank’s website.
With Ukraine’s government resources and emergency services affected, this incident is likely one of the highest-impact disruptive cyber attacks on Ukrainian networks since the start of Russia’s full-scale invasion.
Russia has lost 344,820 troops since it invaded Ukraine last February, according to the latest figures shared by Ukraine’s armed forces.
Russia had suffered 930 casualties over the past day, the army said.
