Yesterday I took pictures of the EXTREME damage done to my neighborhood by Lance Jacob, and wondered if this was a act of Terrorism. There was a reporter from a local T.V. station there, and he told me their reporter fled the scene when she heard gunfire – along with members of the Springfield Fire Department – whose main job is to save lives. They were prevented from doing their job. Was this the intent of Lance Jacobs? Did he want his neighbors to die in the fire he started at four in the morning when he knew they would be asleep? Did he consider ambushing them as they fled their homes that were built close to one another?

It is said he wanted to burn his home down so the city won’t get it due to his failure to pay taxes, thus our local government was a target. Did Lance have anger at the folks who run my city? Had they conversed about his delinquency? Did he associate with armed right-wing groups who rebel against paying taxes?

Look at the top photo! It looks like a large bomb was dropped on my city – and just missed me! Is this the vision Lance Jacobs had when he lit a match? Where did he find the courage to do such an evil act? I read that his sister could not get a hold of him, and others. This suggests this destruction was premeditated. Consider his last message on facebook.

Lance and his father were into guns that operate on gun powder, controlled explosions. Lances’ gun damaged fire vehicles paid for by colleting taxes. A major system of maintaining public safety was put out of commission. That woman reporter could not cover the news. Many citizens were terrified. A mother across the street saw Lance shooting, and ran into a back room with her children to avoid stray bullets. Lance knew innocent people could be hurt by stray bullets.

Our nation is being more divided by the terrorist act of a individual who made bombs that are duds. However, much damage is being done. Know thy enemy! Here is the definition of terrorism. The main rule is, has anyone made you afraid to do what you would normally do, like attend a city hall meeting where your opinion might affect elected officials carrying out their sworn duty. How about impeding Freedom of the Press?

I conversed with the couple that put the Peter DeFazio sign in their front yard in hope they could sway the opinion of their neighbors, or, let them know they are on their side. Coming home from my community garden I commented on the ornate stone, dry river, path that she and her daughter made. They planted heather alongside of it, but, it did not take. This was the River of Their Shared Dreams. At the end were her roses, that were damaged by the hot flames. They can be saved if they are cut back for the winter.

This couple does not want to talk to the press. They might not want to vote or take part in constructive community events – ever again! Look what it got them! They might be afraid Lance Jacobs made friends with dangerous people, and, they don’t want to get hurt anymore. They have to conclude what I conclude, Mr. Jacobs wanted to infect others with his vision that he set up, like a camera shot. He wanted to make people afraid. Lance Jacob, was a Terrorist.

Comprehensive conventions[edit]

The international community has worked on two comprehensive counter-terrorism treaties, the League of Nations‘ 1937 Convention for the Prevention and Punishment of Terrorism, which never entered into force, and the United Nations‘ proposed Comprehensive Convention on International Terrorism, which hasn’t been finalized yet.

League of Nations[edit]

In the late 1930s, the international community made a first attempt at defining terrorism. Article 1.1 of the League of Nations‘ 1937 Convention for the prevention and punishment of Terrorism,^[36] which never entered into force, defined “acts of terrorism” as “criminal acts directed against a State and intended or calculated to create a state of terror in the minds of particular persons or a group of persons or the general public”. Article 2 included as terrorist acts, if they were directed against another state and if they constituted acts of terrorism within the meaning of the definition contained in article 1, the following:

1. Any willful act causing death or grievous bodily harm or loss of liberty to:

a) Heads of State, persons exercising the prerogatives of the head of the State, their hereditary or designated successors;

b) The wives or husbands or the above-mentioned persons;

c) Persons charged with public functions or holding public positions when the act is directed against them in their public capacity.

2. Willful destruction of, or damage to, public property or property devoted to a public purpose belonging to or subject to the authority of another High Contracting Party.

3. Any willful act calculated to endanger the lives of members of the public.

4. Any attempt to commit an offence falling within the foregoing provisions of the present article.

5. The manufacture, obtaining, possession, or supplying of arms, ammunition, explosives or harmful substances with the view to the commission in any country whatsoever of an offence falling within the present article.^[37]

Proposed Comprehensive Convention on International Terrorism[edit]

Since 2000, the United Nations General Assembly has been negotiating a Comprehensive Convention on International Terrorism. The definition of the crime of terrorism, which has been on the negotiating table since 2002 reads as follows:

1. Any person commits an offence within the meaning of this Convention if that person, by any means, unlawfully and intentionally, causes:

(a) Death or serious bodily injury to any person; or

(b) Serious damage to public or private property, including a place of public use, a State or government facility, a public transportation system, an infrastructure facility or the environment; or

(c) Damage to property, places, facilities, or systems referred to in paragraph 1 (b) of this article, resulting or likely to result in major economic loss, when the purpose of the conduct, by its nature or context, is to intimidate a population, or to compel a Government or an international organization to do or abstain from doing any act.^[38]
