Planning director Denny Braud says it’s intended to be a fresh start for the effort to site and build a new Eugene City Hall.

“We want to build a place,” he said, “that people want to be here.”

Call it the Town Square.

“A town square really is the center of activity,” Braud said. “It’s a gathering place.”

The three proposals are familiar, but the unified vision is new.

Still on the table is a four-story City Hall; improvements to the downtown park blocks; and a covered, year-round farmers market.

“What we’re seeing is an opportunity for the farmers market to be located on kind of the front door of City Hall,” said Will Dowdy, the city’s urban development manager. “And there’s a really nice symbolism there as well as a great functionality.”

Still up in the air: What is this all going to cost?

“This is a different project so we’re not just picking up the old project and moving in here,” Braud said. “It’s more complex.”

Braud said there isn’t a construction timetable yet. He predicts City Hall will be the last of the 3 to get going.

Consultants will have to be hired soon to flesh out the Town Square format.

The wild card is the pending Lane County court ruling on the so-called Skinner Restriction.

The city and Lane County are still waiting to find out if land deeded to the county by the town’s founder Eugene Skinner can be swapped for city land. Lane County wants to build a new courthouse on the former site of Eugene City Hall, and proposes swapping the city for county land near the Park Blocks.

“If it doesn’t move forward,” Braud said, “then I think we’d have a longer discussion about what other options there might be.”
